This action was not regarded as of any special significance at the time, but later, after Vespasian had taken over the management of affairs at a time when everything was in confusion and turmoil and had restored order everywhere, it seemed to have been due to some divine prompting, and to have signified that Gaius had entrusted the city to him outright for its improvement.
