3For since magistrates-elect were still allowed to issue proclamations and to perform some other functions pertaining to their office even before they entered upon it, they believed that they had authority also in this matter. And Pompey, although he was very scrupulous in all other matters, nevertheless on account of his need of soldiers did not either enquire at all from what sources he was getting them, or in what way, but accepted them very gratefully.
