2Thus by virtue of these democratic names they have clothed themselves with all the powers of the government, to such an extent that they actually possess all the prerogatives of kings except their paltry title. For the appellation “Caesar” or “Augustus” confers upon them no peculiar power, but merely shows in the one case that they are heirs of the family to which they belong, and in the other the splendour of their official position.
