2Such were the reasons, then, why most of the people hated the government; but the soldiers, though they had not received their promised largess, were led on at first by the hope that Galba would give them, if not the whole of it, at least as much as Nero had given. When, however, Galba heard that they were complaining, he spoke out as became a great emperor, and declared that it was his custom to enroll soldiers, not to buy them; whereupon they began to cherish a dire and savage hatred towards him. For they thought that he was not only defrauding them himself, but laying down the law and giving instructions for succeeding emperors.
