The patrician branch of the Claudian family (for there was, besides, a plebeian branch of no less influence and prestige) originated at Regilli, a town of the Sabines. From there it moved to Rome shortly after the founding of the city with a large band of dependents, through the influence of Titus Tatius, who shared the kingly power with Romulus (or, according to the generally accepted view, of Atta Claudius, the head of the family) about six years after the expulsion of the kings. It was admitted among the patrician families, receiving, besides, from the State a piece of land on the farther side of the Anio for its dependents, and a burial-site for the family at the foot of the Capitoline hill.

When, therefore, a city is built in a marshy situation near the sea-coast, with a northern, north-eastern, or eastern aspect, on a marsh whose level is higher than the shore of the sea, the site is not altogether improper; for by means of sewers the waters may be discharged into the sea: and at those times, when violently agitated by storms, the sea swells and runs up the sewers, it mixes with the water of the marsh, and prevents the generation of marshy insects; it also soon destroys such as are passing from the higher level, by the saltness of its water to which they are unaccustomed. An instance of this kind occurs in the Gallic marshes about Altinum, Ravenna, and Aquileia, and other places in Cisalpine Gaul, near marshes which, for the reasons above named, are remarkably healthy.

I cannot too strongly insist upon the need of a return to the method of old times. Our ancestors, when about to build a town or an army post, sacrificed some of the cattle that were wont to feed on the site proposed and examined their livers. If the livers of the first victims were dark-coloured or abnormal, they sacrificed others, to see whether the fault was due to disease or their food. They never began to build defensive works in a place until after they had made many such trials and satisfied themselves that good water and food had made the liver sound and firm. If they continued to find it abnormal, they argued from this that the food and water supply found in such a place would be just as unhealthy for man, and so they moved away and changed to another neighbourhood, healthfulness being their chief object.

In setting out the walls of a city the choice of a healthy situation is of the first importance: it should be on high ground, neither subject to fogs nor rains; its aspects should be neither violently hot nor intensely cold, but temperate in both respects. The neighbourhood of a marshy place must be avoided; for in such a site the morning air, uniting with the fogs that rise in the neighbourhood, will reach the city with the rising sun; and these fogs and mists, charged with the exhalation of the fenny animals, will diffuse an unwholesome effluvia over the bodies of the inhabitants, and render the place pestilent. A city on the sea side, exposed to the south or west, will be insalubrious; for in summer mornings, a city thus placed would be hot, at noon it would be scorched. A city, also, with a western aspect, would even at sunrise be warm, at noon hot, and in the evening of a burning temperature.

That pasturage and food may indicate the healthful qualities of a site is a fact which can be observed and investigated in the case of certain pastures in Crete, on each side of the river Pothereus, which separates the two Cretan states of Gnosus and Gortyna. There are cattle at pasture on the right and left banks of that river, but while the cattle that feed near Gnosus have the usual spleen, those on the other side near Gortyna have no perceptible spleen. On investigating the subject, physicians discovered on this side a kind of herb which the cattle chew and thus make their spleen small. The herb is therefore gathered and used as a medicine for the cure of splenetic people. The Cretans call it σπληνον. From food and water, then, we may learn whether sites are naturally unhealthy or healthy.

The circumsonant are those in which the voice spreads all round, and then is forced into the middle, where it dissolves, the case-endings are not heard, and it dies away there in sounds of indistinct meaning. The resonant are those in which it comes into contact with some solid substance and recoils, thus producing an echo, and making the terminations of cases sound double. The consonant are those in which it is supported from below, increases as it goes up, and reaches the ears in words which are distinct and clear in tone. Hence, if there has been careful attention in the selection of the site, the effect of the voice will, through this precaution, be perfectly suited to the purposes of a theatre.

The drawings of the plans may be distinguished from each other by this difference, that theatres designed from squares are meant to be used by Greeks, while Roman theatres are designed from equilateral triangles. Whoever is willing to follow these directions will be able to construct perfectly correct theatres.

It is not possible, however, that in all theatres these rules of symmetry should answer all conditions and purposes, but the architect ought to consider to what extent he must follow the principle of symmetry, and to what extent it may be modified to suit the nature of the site or the size of the work. There are, of course, some things which, for utility’s sake, must be made of the same size in a small theatre, and a large one: such as the steps, curved cross-aisles, their parapets, the passages, stairways, stages, tribunals, and any other things which occur that make it necessary to give up symmetry so as not to interfere with utility. Again, if in the course of the work any of the material fall short, such as marble, timber, or anything else that is provided, it will not be amiss to make a slight reduction or addition, provided that it is done without going too far, but with intelligence. This will be possible, if the architect is a man of practical experience and, besides, not destitute of cleverness and skill.

Neither could it be urged that it was from want of skill and taste in architecture, that he did so. Born at Mylasa, and perceiving that Halicarnassus was a situation fortified by nature, and a place well adapted for commerce, with a commodious harbour, he fixed his residence there. The site of the city bears a resemblance to a theatre, as to general form. In the lowest part of it, near the harbour, a forum was built: up the hill, about the middle of the curve, was a large square in the centre of which stood the mausoleum, a work of such grandeur that it was accounted one of the seven wonders of the world. In the centre, on the summit of the hill, was the temple of Mars, with its colossal statue, which is called ἀκρόλιθος, sculptured by the eminent hand of Leocharis. Some, however, attribute this statue to Leocharis; others to Timotheus. On the right, at the extreme point of the curve, was the temple of Venus and Mercury, close to the fountain of Salmacis.

The Capitolium and the theatre of Pompey, both works involving great expense, I rebuilt without any inscription of my own name. I restored the channels of the aqueducts which in several places were falling into disrepair through age, and doubled the capacity of the aqueduct called the Marcia by turning a new spring into its channel. I completed the Julian Forum and the basilica which was between the temple of Castor and the temple of Saturn, works begun and far advanced by my father, and when the same basilica was destroyed by fire I began its reconstruction on an enlarged site, to be inscribed with the names of my sons, and ordered that in case I should not live to complete it, it should be completed by my heirs. In my sixth consulship, in accordance with a decree of the senate, I rebuilt in the city eighty-two temples of the gods, omitting none which at that time stood in need of repair. As consul for the seventh time I constructed the Via Flaminia from the city to Ariminum, and all the bridges except the Mulvian and the Minucian.

Finally, propriety will be due to natural causes if, for example, in the case of all sacred precincts we select very healthy neighbourhoods with suitable springs of water in the places where the fanes are to be built, particularly in the case of those to Aesculapius and to Health, gods by whose healing powers great numbers of the sick are apparently cured. For when their diseased bodies are transferred from an unhealthy to a healthy spot, and treated with waters from health-giving springs, they will the more speedily grow well. The result will be that the divinity will stand in higher esteem and find his dignity increased, all owing to the nature of his site. There will also be natural propriety in using an eastern light for bedrooms and libraries, a western light in winter for baths and winter apartments, and a northern light for picture galleries and other places in which a steady light is needed; for that quarter of the sky grows neither light nor dark with the course of the sun, but remains steady and unshifting all day long.
